March 10, 2014 – The National Association of Housing and Redevelopment Officials (NAHRO) has re-appointed Neil Gaffney, Executive Director, Monroe Homes to serve a two-year term on its Community Revitalization and Development Committee (CR&D) beginning October 26, 2013.

Mr. Gaffney will be invaluable to these efforts to bring national attention to the programs and policies    that help millions of people, because of his first-hand knowledge and experience,” said NAHRO (incoming) President Preston Prince. “He will be critical in helping NAHRO achieve its goals: to expand resources for affordable housing and revitalize communities and neighborhoods.”

The CR&D Committee addresses a broad range of issues related to the economic vitality of cities and the development and conservation of neighborhoods, including administrative, legislative, regulatory, and funding issues of community development programs and operations. The committee recommends policies to the Board of Governors in support of its primary goal–the achievement of well-planned, socially and economically sound communities.

Mr. Gaffney was re-appointed to this position by NAHRO’s national leadership because of his history of service to various communities.  Mr. Gaffney is a retired disabled veteran with twelve years of service with the United States Navy;  Senior Management professional with expertise in strategic planning, program development and management of multi-million dollar programs, human resource management and team building.  He is solution – oriented and adept at identifying critical needs and developing innovative award-winning programs to achieve objectives with advanced knowledge of government administration and public housing policy.

Mr. Gaffney was the Chairman of the Board Christmas In April in Howard County, second president of Churches Concerned for the Homeless Howard County, former Deputy Director of the Department of Housing and Community Development Howard County, Deputy Executive Director of the Howard County Housing Commission, and is currently the Executive Director of Monroe Homes Inc., which is dedicated to housing homeless veterans.
